Some history of the Chamber of Control and Accounts of Volgograd region
According to the Charter (Basic Law) of Volgograd region Volgograd Regional Duma shall establish the Chamber of Control and Accounts of Volgograd region, which is a permanent body of state financial control, in order to control due implementation of the revenues and expenditures of the regional budget and the budgets of territorial state non-budgetary funds in terms of amounts, structure and purpose, to control the compliance of local authorities with the tax and budget legislation of the Russian Federation and Volgograd region. The structure, formation procedure and activities of the Chamber of Control and Accounts of Volgograd region are established by the current legislation of Volgograd region.
According to Law of Volgograd region No. 44-OD “On the Chamber of Control and Accounts” dated February 13, 1996 the Chamber has a status of a permanent body of Volgograd Regional Duma, is accountable to it and formed with the aim of state financial control. The First Chairman of the Chamber was Vyacheslav Pyatyshkin, his deputy was Igor Dyachenko.
Therefore the Chamber of Control and Accounts of Volgograd region was established on February 13, 1996.
Initially the Chamber consisted of the Chairman, Deputy Chairman, three Auditors and four Advisers. The expert accountant and leading specialist ensured the activities of the Chamber.
According to Law of Volgograd region No. 344-OD “On the Chamber of Control and Accounts of Volgograd region” dated December 17, 1999 the Chamber has rights of a legal entity with organizational and functional independence.
In 2005 Law of Volgograd region No. 344-OD “On the Chamber of Control and Accounts of Volgograd region” dated December 17, 1999 was amended, according to the amendments the Chamber has a right of legislative initiative, the post of auditor refers to public posts of Volgograd region, formation of the Board of the Chamber of Control and Accounts is stipulated.
On March 17, 2005 Igor Dyachenko was appointed as Chairman. According to Resolution of Regional Duma No. 20/663 dated March 11, 2010 Igor Dyachenko was reappointed as Chairman for a term of six years.
The structure was last altered in 2011. In addition to four audit activity areas, each of which includes two inspectorates, the administration of the Chamber of Control and Accounts includes two directions: expert and analytical direction and organizational and financial direction.
Nowadays the Chamber of Control and Accounts of Volgograd region includes 73 employees, 60 of them hold the posts in public civil service, 6 – public posts of Volgograd region, 7 – service personnel. All employees of the Chamber have higher education, every fourth has two higher educations.
Much attention is paid to the personnel stability, which is provided by the personnel succession. The cooperation between experienced and young employees allows to form the foundation for enhanced capacity of the Chamber. The average age of the employees of the Chamber of Control and Accounts of Volgograd region is 38.
The certification of the Chamber which took place in June 2009 was a momentous event. The certificate of conformity, which certifies the high quality of the activity performed by the Chamber of Control and Accounts of Volgograd region, was awarded to the Chairman of the Chamber of Control and Accounts in December 2009. This document proves that its activities and the activities of its employees comply with the requirements of the federal, regional legislation and state financial control standards.
This certificate is very significant as at the end of 2009 the United Nations General Assembly considered the issue of granting the Lima Declaration the status of an international legal document. Compliance with its principles is the basis for receipt of a certificate of conformity.
